This was posted in a Practical Machinist Antique Machinery thread. The thought was it added weight to counteract the upward pull of the overhead belt drive. I suspect it would also calm down a wood lathe with a big out of round chunk mounted.

AKA "tuned mass dampers" in very tall buildings subject to earthquake and wind loads.
