You only have to post a question once as most forum members will do a search for new posts . (http://www.woodworkforums.ubeaut.com.au/search.php?do=getnew) and will get to see your question.
As to if they reply, well its anyones guess.

"The rocking horse maker - nine easy to follow projects" by Anthony Dew, publisher David and Charles, 1993 hardback and 1997 paperback is a book worth looking at if you can find it. It has plans - you need to scale them up, and good descriptive material.

The appendix to the book gives a series of addresses:
In Australia:
"High Galloway, U Build Enterprises Ltd
POBox 132 Rose Bay Sydney 2029"

Why not try a Google search.

Cheers

Anthony Dew is the go. If you want to build a good rocking horse then you need to spend a bit more money. Buy his book, plan and accessories because they are the best.
