Default burls

hello everyone when driving around on the highway sometimes i see lots of big burls i was wondering if there was any way of cutting them down legally, ive heard you can can get a license to cut firewood from the bush is there something like that. I have scored a few burls from friends property's mainly paperbark most of them hollow .
any help would be much appreciated
