Into over gives centre to centre. In other words, inside edge of one hole to outside edge of other hole is the distance between centres.

I know you believe you understand what you think I wrote, but I'm not sure you realize that what you just read is not what I meant.

It is easily done with the in and over method of setting up.simple put one side of the rule to the inside of one of the holes and measure to the over of the other hole.

    the in and over method
Ah, so there is a name for that.

But seriously, why do something so simple when you can go and buy a special set of tools for the job?

If the holes are less than 210mm apart a piece of paper and rub the hole through the paper with a pencil even poke the pencil through the paper.

Or a length of dowel and 2 nails as pointers like a tramle set up.

Has anybody suggested measuring from the left side of one hole to the left side of the other to get the centres?

Sometimes it doesn't, but I find measuring from the right of one hole the the right of the other always works.

Lets face it drilling 2 dowel holes by hand is never going to be accurate.
