I'm wondering if you can take a mold of their feet and then use them with one of these to carve the wood http://woodgears.ca/copy_carver/index.html

That's exactly what I was about to say, but a cast of the whole lower leg. Then make a custom tree.
Remember - anyone who can compete in Dressage can afford a custom tree, no problem at all.
Remove bulk waste with power tools, then go to rasps, abrasives, and scrapers.
There must surely be more than one suitable timber. What about Camphor Laurel? (anti-bacterial as I understand it).
