Remember we are talking about the timber industry here. When sizes are nominal they mean nominal. There can be big differences even when buying batches. But that's normal.

That Chadwicks link is a good explanation - should be something like that on all timber suppliers websites I reckon - as well as the pricing e.g. superfeet explanation.
