Hey WoodPixel, I need a bit more help please.
Although I could probably do this in OpenOffice Writer, Notepad++ is so fast that I would prefer to use it.
All the place names are a mixture of all caps and first letter only caps, but they are separated from the rest of the text by a comma. Is it possible to change them to all first letter only caps. It will be made harder because the state is also before the comma and I would like it to remain all caps.

Also as you can see there are duplicated place names ans coordinates. Is it possible to search for duplicate occurrences without typing in the text string, and delete all but one?
Thanks again for putting me on to this editor, this job would be impossible without it.To grow old is inevitable.... To grow up is optional

CaMel Casing and FIXinG wobblY Words....
Why yes!
Install the TextFX plugin. (Plugins --> Plugin Manager --> Show Plugin Manager). Select TextFX from the list, install and restart Notepad++.
Highlight everything (CTRL-A) then Edit --> Convert Case To -->Proper Case (or one of the options you prefer).
It will fry ACT, NSW, etc, but just do a Find/Replace for " nsw" to " NSW".... one for each state.

Duplicates
1 - Mark all the text (CTRL+A). ...
2 - Click TextFX --> Click TextFX Tools --> Click Sort lines case insensitive (at column)
3 - Duplicates and blank lines have been removed and the data has been sorted alphabetically.
Ensure these two options are selected. You may need to run it twice .... sometimes it just sorts it, but the second time removes dupes.

a video!
Here is a video showing it on my desktop using the sample you provided: https://drive.google.com/file/d/0B4_...ew?usp=sharing
Its a file.
Should play OK with Windows Media player or VLC Media Player (my recommendation).
In it I show:
-- copy paste from the sample
-- Highlighting everything
-- Doing the sort thing and showing that the duplicate has been deleted (a line disappears)
-- then doing the Proper Casing thing.
I show that NSW is changed to Nsw which is but a trivial headache to fix
