    your stand alone power potentially will severely limit your choices.

    If cleaning up your supply so that something like a Festool router will work is not an option, then it's possible that any modern 240V drill from a major manufacturer will suffer similar issues.
    Second hand "dumb" tools are an option with the risk that the available torque might do you a serious injury if the bit jams.

    Alternatively, I believe that there might be a high voltage cordless drill that will do the job -- though you may have to swap the keyless chuck for a keyed one.

    eg
    hilti SF 10W-A ATC
    • Drilling with hole saws up to 6"
    • Drilling with high torque and high speed in diameters up to ½" in metal
    • Drilling with spade bits up to 1 ½" in wood
    • Drilling with auger bits up to 2" in wood
