Bosch ECP has nothing to with individual cell management and has no capability to do so due how the cells are wired(or lacking of required connections). The ECP only monitors temperature and limits current plus cut off when overall pack voltage is too low. Maybe you can google what you call 'smarts' and what's their major function in a lithium battery pack.
Bosch totally skip this and very much rely on premium cells and cell matching at the factory. There is another big brand who also does this.

The "smarts" that I was refering to is the ability to shut down the tool to prevent over discharging the battery and to prevent it from being overcharged as both conditions produce metallic lithium which is highly flamable.
The condition that you are refering to is the ability to monitor the charge to each cell individually to ensure that they are all equally charged. Cell matching achieves the same result without the risk of overdischarging an individual cell.
