I do not see any obvious tension adjustment, have you tried turning the pulley as you stretch it over, if that does not work I would suggest the belt is too short, wrap a picce of cord or other
suitable material around the pulleys to get a good idea of the correct length

Have you tried loosening the capscrew that holds the larger pulley on to the shaft to see if that allows the pulley to become loose? To be able to fit that type of belt you need to be able to shorten the centre distance between the pulleys as those belts will not stretch and allow you to wind them on like some types of belts. If the large pulley cannot be made to loosen then the bolts that mount the motor onto the housing at the front of it will need to be removed to allow the motor to move toward the large pulley. You may be able to remove all but one (loosen it) and pivot the motor forward if its not located in a recess, otherwise remove them all. Because there is no adjustment, the pulleys will need to be mechanically located solidly in the exact location as that type of belt needs to be tensioned quite tight to function correctly.
If you are able to get it on, make sure you remove the burrs on the ribs of the small pulley otherwise they will damage the new belt.

The first thing I would do as has been suggested loosen the pulley and if possible take it off, introduce it to a steel wire brush and clean up the grooves. That rust is going to 1/2 the life of a new belt. Also, before loosening the pulley, also as suggested, use a piece of string to get the correct length of the belt remembering that the belt should be slightly smaller to allow for creating tension on the belt.
