I thought something didn't look right there. 16 ounces to the pound not 14. 14 pounds to the stone!
So make that 23lbs 4ozs.

So a round 40 pounder (or 39 pounder to account for packing) that would fit in an International Flat Rate box wouldn't be too light in your opinion?

I would say that would be a perfect size and possible to move around the workshop without busting a gut.
However, the shipping is a big issue. How much is the flat rate box? I plugged 40lbs into the Shipito calculator and the cheapest carrier was $139.71. This was through their preferred carrier and Australia Post. I think 20Kgs is the limit for Aussie Post, but you are well under that. TNT Express was $174.85.

The medium sized International Flat Rate box I sent most recently, with a 40lb. limit, with insurance, was $80. Within the US I can ship up to 70lb flat rate for as little as $13. I'm thinking to make them between 5 and 7 inches in diameter with welded steel handles and rubber feet to avoid marring workbench surfaces.
