It looks very much like a purpose-made bushman's tool. The bushies would often make tools out of whatever was at hand, or could be scrounged. The sharpened face shows no curve, as would be expected from a grinding wheel, and the handle shank is off-set, suggesting that it had to fit into a specific place. Maybe a point for a digging machine, or a log-splitter?
