McJing have a cast iron shave with 2mm blade for $20 . No idea of the quality, but it might be worth looking at it. Given you want 20, Max might be willing to send one on a sale or return basis for you to check out .

Try calling Stuart Minuskin at Toolexchange.com.au and asking if he can help you. He might be able to put together a package of 10-20 or something like that at a reasonable price.
To reiterate: Call him, don't email. He's a "ten words or less" kind of responder if you get one at all in my experience.
Spoke shaves shouldn't require much fettling. You just flatten and sharpen the blade and get after it.
