Usually there is a lever, or you turn (twist) the handle to release the arm, which in turn allows you to change cutting positions.

    Any chance of a picture?

If it's 'stuck' and it's not just a failure of the return spring then I'm afraid you'll have to pull it apart to see what's going on.

Could be a build up of saw dust and other crap. Also check that a nut has not tightened itself so that the motor/saw don't go back up.
Do you have an image of the other side?

I would try spraying some sort of penetrant on either side of the pivot and let it soak for 24 hours and then gently try to lift it up and down. I would expect there is a nut on the other side which could be loosened a bit to help with the initial movement. If there is any movement continue the movement and it should eventually free up. If that doesn't work you will have to do as aldav suggests.

Does the guard still retract freely? If not I would suspect that the jam is related to that, either a slither of timber is jammed up in the guard mechanism or something has rattled loose or misaligned in the mechanism

    Check the blade guard mechanism.

If it's retracted by linkages fixed to the assy, not only check that nothing is jammed but have a good look at their pivot points.

I've 'retired' a couple of otherwise good SCMS's because of unacceptable wear here that lead to annoying jerkiness in the plunge action.
I may be weird, but I'm saving up to become eccentric.
