I have a near identical iron and cap-iron from a cabinet-maker's contemporary toolbox who worked in the Blue Mountains during the 30s-60s (perhaps earlier) so it tallies with the Mathieson catalogue in PDF on Hans Brunner's website dating from 1933 (page 30):

Yes! Since 99% of my tool purchases are secondhand (or third, fourth, fifth...) paint spots are both my friends and mortal enemies.
Mostly I just leave them alone but I do wonder who these blokes are slinging drips of (usually white or cream) paint around in their workshops?
For the first time I found it necessary to carry out full-bore paint removal: a Type 9 Bailey #4 1/2 had been stripped and painted in Federation red house paint. All over.

The restoration is shaping up fairly well. I hate the idea of repainting myself but it is necessary in this case IMO.

Some tradies painted tools in bright colours so they did not walk on the job site. As to the white spots on woodies they usually scrape off fairly easy. I think because woodies usually got a slather of linseed oil now and then.
Not just vintage tools however. I got a secondhand dust collector a couple of years ago looked like it had just been in a snow storm.
