They asked for final payment, and I said, not happy but fine, I want however the rotary's to be mounted below the table height before I pay final payment, this was the only reason I bought there machine to start with

One week later they respond back and say, sorry, thats not possible, the machine is already now at sea.

You now make final payment or no documents will be sent,

This means when machine arrives, I cant pick it up, 3 days later after arrival, storage charges will start to occur on the item which equal about $245 a day, and thats if they actually did send it, it could be just a complete scam

So I will never recieve machine either.

Cost to me so far, $3000

Talk about being caught between a rock and a hard place. I can't see how you can get a 4th axis working sitting on those rails with only 100mm of Z axis travel.
You need this arbitrated so perhaps contact the Chinese Embassy and ask if they can do this or provide an agency in China that can do it.
I really hope you can get this resolved.
