Onsrud have information about feed speeds for cnc. based on there own testing, they give approximate chiploads for each of there cutters in all diameters for both hard and soft woods, along with metals, plastics and composites etc.
Once you know the appropriate chipload needed for a particular cutter, you simply plug that figure into a formula.
Feed speed = chipload x rpm x # of cutter flutes.
- reduce speed by 25% if taking a 2x diameter deep pass
- reduce speed by 50% if taking a 3x diameter deep pass
http://www.onsrud.com/xdoc/FeedSpeeds
the chiploads given are imperial measurements.

If you feel like driving to Moorabbin, Carbitool has a bargain table with all sorts of bits for not much money; I think the most expensive they get is $15-20

I've been happy with carbide bits from aliexpress. You need to find a seller with spiral wood working bits and get some single flute and some two flute - and you need some upcut and some downcut bits.
