My last cable chain came from CNC & Cupcake World on eBay, a little bit dearer than China but it's good quality and fast delivery. I did have a business card here for someone in Sydney that sells sleeving, if I can find it I will add to this post.

Found it, I have no association with them, they had a stand at the Melbourne Engineering show in May this year.

The only shielding I see on car hoses is of the spongy type - to prevent them rubbing through if up against something. If that's what your thinking of, it available in all different diameters in the larger big green sheds.
The really good stuff is hypalon - I've used it for fishing rod grips.

For cable chain, these blokes are near you.

I found them fairly economic but that was some years ago.
The trouble with the ebay style sellers is that they only supply one radius.
Seen a lot of machines built over the years with ridiculously inappropriate bend radius cable chain used.
