Weld 'em on I guess, depends on what you are trying to acheive.

Sorry should of been clearer. Trailer is brand new so I don't want to weld it would I put a bolt right through it? Or would I drill and tap holes?

Depends on the type of tie downs you want to put on, and what sort of trailer it is. Most box trailers are already built with tie down rails between the guards and the front & rear light boxes, but I'm guessing it's either not a box trailer, or you want tie downs inside the load area.
An eyebolt would be the simplest option, just drill a hole.
A 'D'-ring is another option, but requires cutting a section out to recess it into either the side or the floor. You can get surface mounted 'D'-rings too.Too many projects, so little time, even less money! Are you a registered member? Why not? click here to register. It's free and only takes 37 seconds! You can get the "D" rings that Yonnee has linked from "The Mans Toyshop" in Rocky. Will cost about $11 though.

Cheers guys I was kinda hoping for some thing more flush than eye bolts look the good but are every priced at a mans toy shop and every thing is impossible to find.
I ended up getting truck bed tie down points very similar to
Truck bed Anchor, chrome holding rings for tie downs etc | eBay
How ever mine have a spring toggle but I will just use a nut and large washer. 4 pack for $10 I bought 2 packs.
The trailer will have one large attachment point just after coupling made from a 12mm bent over and securely welded on.
I know just gotta wait till trailers built hopefully it shouldn't b 2 long.
