The current method of fixing (WA) timber T & G flooring to concrete is to lay a skin of 12 mm plywood sheets direct stick to the concrete using SikaFlex special flooring adhesive and concrete nails. The T & G timber flooring is then direct fixed to the plywood again using the SikaFlex adhisive and secret nailing through the tongue into the ply.
Sikaflex make a special adhesive for flooring, it comes in a sausage type container and you would require a special adapter to apply.
T&G timber flooring for this application is specially run and is approx 16mm thick.
Check out Boral Timber supplies as they handle T& G flooring and should have details on fixing flooring.
