Yeah, the “100% Australian Owned” in bold font and “Made in India” in tiny font is pretty dodgy.

This has become interesting - I searched the "Australian Made" website - these are the Sutton product lines promoted there

They definitely make the Sutton branded cobalt drill bits in Australia (or at least they did when I looked 12 months ago). Maybe they've shifted those off to the new factory in NZ?

Before purchase, did you have the impression that they were made in Australia? That is the matter that the ACCC would look at - potentially misleading promotion.
I'm confused.
The one thing I really don't understand is that if a company is paying a hefty license fee to use the "Australian Made" logo why are they not making it prominent on their packaging, website and in their consumer and industrial catalogues???? The Australian Made website identifies more product lines, as Australian Made", than Sutton's own website and catalogues.Mobyturns

Had a look at the selection of Sutton tools in Bunnings yesterday. Here's how they were labelled:
Viper 3/16 HSS drill bit: "100% Australian Owned" & "Engineered by Sutton Tool" No country of manufacture.
Viper 11.5mm cobalt drill bit:"100% Australian Owned" & "Engineered by Sutton Tool" & "Made in Australia"
Screw extractor set #1: "100% Australian Owned" & "Engineered by Sutton Tool" & "Made in Australia"
Impact tap and drill set: "100% Australian Owned" & "Engineered by Sutton Tool" & "Made in Japan"
1.5mm Inox drill: "100% Australian Owned" & "Engineered by Sutton Tool" & "Made in New Zealand"
Very large wood twist drill: "100% Australian Owned" & "Made in Taiwan"
20mm reduced shank twist drill: "100% Australian Owned". No country of manufacture on the packet or the drill itself.
HSS step drill 4-12mm: "100% Australian Owned" & "Made in China"
So they are made all over the place. I've got no problem with that, as long as they are up-front about it. I thought all goods sold in Oz had to have the country of manufacture on them? Two of the drill bits I looked at didn't.

So the short answer is that:
You do not have to say anything about the place of origin, (unless food) but if you do it must be true and not misleading.
Even “made in…” can be a humorous vegetable given only the last step needs to be completed in that country so long as it changed significantly the item. For instance, all your tool blanks could be made in Zanzibar, and so long as you milled or shaped them here it could be “made in Oz”.
Seems reasonable to suspect that some companies play the association game and are proud to be associated with some countries renowned for high quality goods, and advertise as such, but not others which perhaps punters might associate with poor quality products. YMMV

The country of origin is not the issue.
The real issue is the very prominent use of the "Australian Made" logo in the Sutton catalogues, and a blanket statement "Sutton supports Australian manufacturing" - then the removal of country of origin labeling on most new product packaging.
If you look at high stock turnover retailers the packaging of Sutton product lines only carries the "100% Australian Owned" statement, no Australian Made logo and no country of origin labeling. Sneaky spin at best imho.
The IF the quality control and product quality is maintained then its a non issue - however, we have all experienced the gradual slide in quality, packaging quantity reductions ( i.e. 200g is now 175g etc.).
Personally I believe its treading a fine line between misleading statements v clever marketing spin. There is no doubt imo that it has been intentionally done to maintain the impression of Sutton branded products are quality, and that by purchasing Sutton branded products you are supporting Australian industry. I think this is why the Sutton products that ARE made in Oz don't carry the green and gold AUSTRALIAN MADE kangaroo logo. Because that would just highlight how many of their products aren't made in Oz.

I was in a major tool retailers store today looking for Makita chainsaw bar (no success btw) so had a look at some Sutton lines.
A mix of,
Made in China - all holesaws, diamond, bi-metal, & TCT I looked at, Spade bits, counter sinks, auger bits,
Made in India,
Made in Taiwan - extension shanks
Made in Australia - some Viper drill bits - most sizes the CoO were not stated
Made in France - spot weld drill bits,
Made in New Zealand - blue bullet drill bits, cobalt drill bits, long drill bits, rivet drill bits,
not stated - P&N Silver Bullet drill bits.
The P&N lines (Workhorse, TIN drill bits, etc) all appeared to be Made in China.
The marvels of global trade.
Looking at the pricing of the hole saw sets they must be very profitable lines for the Sutton family.Mobyturns

Carbitool still operate out of the same factory in Moorabbin, AFAIK anything that they used to make locally is still made locally (basically all the premium carbide stuff).
Sutton definitely still manufactures some stuff locally, they also do regrinding as well as PVD coating via Surface Technologies (another subsidiary)
