Unless you have one of these it is pretty hard to do it.
Why do you want to do it with a router anyway. They are plenty other options available.

Routing tenons
It is now some 20 years ago I produced my first 'Floating Tenon' 'Loose Tenon' what ever you want to call it. and I have never cut a tenon (fixed) since. The jig cost me about $2.00 to make from material in the workshop and I have been I have been rubbing my hands since especially when I see the ones available on the market see the previous post.
The Jig was made for one size of tenon and when I changed the tenon size I made a new one for another $2.00. I would have about ten Mortice and tenon joints for a variety of projects. I have just completed the construction of another two dining room chairs wher all the joints were cut with the router and 'floating tenons' were used. There are at least 5 jigs (again only $10) for the various size of tenons. Really quite simple to use.
