Sorry to say but that’s not a two bag extractor, it’s a single bag extractor with the top bag being the filter. If you remove the cloth bag and blank it off the air won’t have anywhere to escape so the wood dust/chips won’t suck up.

So does that mean it'll work okay if I have any sort of filter (IE one with a much lower height) over the hole?

How much do you want/need to lower it? Would a cartridge filter on top be enough?

The standard cartridge filters for dust extractors are approx, 700mm hight (with the paddle handle) so probably still too high. I’m also unsure whether that assembly could support one. Also,they are about the same price as the 1hp extractor itself.

One of the problems with going to too small a top filter is reduction in exit air flow which will then affect the inlet air flow.

One method that “may??” work is to fit smaller needle felt filter bags top AND bottom ie, replace the plastic bag with one.

from the setup looks like OP wants the DC to clear the table saw top.

If this is the case the answer is no, not without severely compromising the performance of the DC.

Easiest solution is to get more ducting, preferably rigid PVC ducting rather than flex ducting.
