I thought so too, at first, but the Hartley giveaway is the double chine hull. This one seems to have only a single chine. Bow is too "pointy" also - I'm sure there's a technical name for it.

Definitely not a Hartley TS16.
Bow looks more like a power boat of that era, with a full width cabin added later.
