I have three children and dont earn enough to buy a good bandsaw whilst keeping food in their bellies. Other than secondhand, can I get a bandsaw that will cut bowl blanks (6 inches high) cheap?

maybe 400 or so.
(I have a bunch of money to pay a debt with and extend my shed, and I'm gonna try and skim some off the top

I think both Timbecon and Carbatec sell a machine for around that money.
Don't have the model numbers, sorry.
But AFAIK either will certainly cut bowl blanks.

Mick, Hare & Forbes and others sell a bog-standard 14" bandsaw that will cut up to 6" deep. It can take a bit of time - don't force it. Take some time to tune it and it will serve you well. Mine's about 10 years old now, and much as I'd like a bigger one with more grunt, this one is good enough.
