    I watched a fletcher (arrow maker) use a small block plane with 2 timber spacers taped to underside, hand plane an arrow shaft from square to round in about 2 minutes. Couldn't be simpler.

    Default Dowel plates.

    Here's a pic of a lignum vitae dowel plate from an old patternmakers kit.
    I also have a steel Matherson one somewhere with a centre pop on the edge of the holes to make a glue squeeze out channel in the dowel.

    I got a piece of 5mm steel plate and drilled a series of holes. Starting with 5mm and going up to 15mm both imperial and metric.

    Steel - scrap and I had to buy one drill bit that I did not have.
