    Is this what they call an 'offset' or 'eccentric' transition? Is one side 90 degrees to the horizontal aperture?

    Indeed it does, though it only shows offset in one plane. So assuming its not offset in the other plane, all you need to do treat it as two separate parts split along the center line of the round duct. Drawing half of the top for one part and half of the bottom for the other part, just like Al B has done. Keep an eye on your true lengths as they will be a little more tricky that Al b's. Unless you want to make it in one part or need the joints somewhere else. then it will get more tricky.
    It will likely be easier to make the 2" flange as a separate piece(depending on what tools you have)

    Hope this gets you going. If not I'll try and remember just how to draw one of these things.
