I'm repairing a couple of vintage computers and am figuring out what to do with the metal cases - one has a chunk of metal roughly cut out the front, and both suffer from rust. I am a novice, and the computers are fairly rare, so please be gentle! Questions:

- How do I tell what kind of metal this is?

- Rust remover and steel wool has got rid of the corrosion, but it also appears to have taken off some of the finish. Should this be re-sealed (presumably with paint)? I'm also curious as to what the coating is here.

- Would it be straightforward (with the right skills) to match the metal and weld in a repair? Thanks!
