Our floor in the lounge/dining room (6.0m x 5.0m) is uneven and I need to level before laying tiles down. (I will be using tile underlay)

Current floor is Yellow Tongue Particle Board supported by Oregon floor joists 200 x 50 @ 450c (the actual floor joist vary in height between 210mm & 195mm).

I can't believe they were not packed to get the floor level when the house was built, they just laid them on the lower level top plate (ceiling below this room is flat).
Anyway, I will be pulling up the flooring, packing the joist level and then relaying existing or new Yellow Tongue sheets.

As I will need to pack joists between 3mm and 12mm, I was wondering what would be the best to use as packing strips?
I was thinking of using just normal plywood in varies thickness and then rip to 50mm widths?

Would this be Ok to use as packing or would MDF or other be material be better?
