If you want to make it all out of wood you could see instructions and download the plans at http://www.bobsplans.com/FreePlans/1.../14inWheel.htm

La Truciolara is the workshop where I do my shavings.

wooden spoke wheels
Here are a couple of models I have made. The tractoin engine is amodel of a 1904 Burrell Steam Tractor Engine, and the coach is a model of a Conrad Coach wagon used by Wells Fargo in the wild west. The wheels are a composite of the actual construction as it is impossible to make the actual thing in wood at this small scale. The rear wheels are approx 140mm diam and the front 90mm. Materials used include: Cypress Pine, Red gum, Red cedar, Kauri, 3mm MDF, 1mm bronse welding rod, leggo universal joint and fine gold necklace used as steering chain. The gears used on the traction engine are made of 6mm MDF.

Interesting stuff here. One other area you might check out is spinning wheels. I know of a guy that makes them and obviously he makes various size wheels for his various models.
