Default I can scratch the finish

I've experimented with applying Intergrain NaturalStain to Tas Oak wood samples. It's offered for exterior walkways. But I can easily scratch the finish with a finger nail. Wouldn't it scuff easily if I walk on it? Have I missed a step?

I do not know the product but most stains are just a colouring process and need a protective layer over them to create a hard surface

Intergrain offer UltraClear Exterior which appears to be a protective coat but then they say:

Note: UltraClear Exterior is not suitable for heavy wear surfaces (such as decks and walkways). For these areas use UltraDeck, NaturalStain or DWD.

I'm looking for a stain that is suitable for an interior floor and an external door. Products described as "stain and varnish" are aimed at internal floors. External products such as for decking don't seem to have the varnish component for scratch resistance which makes me wonder if you're supposed to walk on decking! It seems like you can get UV protection or scratch protection but not both.
