i have oak panneling with pollyurithane on it. the panneling is on the wall. i was thinking of sanding it a bit to rough it up then painting it. the question is oil or water base? any other thoughts...

I have an old oak childs rocker. the wood has craks and it looks bad. is there any thing to put on the wood to fill the gaps in it. The doels look dry and shrunk up some i think it can be restored....
