I managed to get the stain to stick by resanding down to 120 then up to 240. I reapplied the stain and rubbed in with 400 grid wet sand paper. I left it to dry for a few days and I was able to apply...

I used a very simple method of gluing both sides...
I used a very simple method of gluing both sides of the veneer, then positioning it before applying pressure using clamps and flat plywood. Worked a treat! Much slower, but a good result.
