You can check the motor's operational by applying voltage directly to the contacts. That said, you're right to clean the wheels etc first as they're often the weak link.

FWIW the Stirling and its tender didn't roll...
FWIW the Stirling and its tender didn't roll either when they were identified for restoration. They were loaded onto rolling stock and transported to York courtesy of the British Military.
