ive freehand ripped a few logs up to 750mm wide...
ive freehand ripped a few logs up to 750mm wide with my makita 7901(79cc) and it handled it reasonably well, a little over your budget though

for $1200 you cant go past a makita dcs7901. 79cc avalible with either a 20 or 24 inch bar, i paid $1130 for mine with the 20" from my local total tools.

1200 should comfortably get you a makita dcs7901, much better saw than either the ms311 or 391, i brought one about 6 months ago and couldnt be happier.

if the wire gets so hot that it melts the solder you have much bigger problems. the plastic insulation on the wires will melt long before a soldered joint will

the way i do decks came from my boss being fussy, what i do is work out my gaps usually 3-4 mm. then i take 2 boards commonly 90mm, so 2 board and 2 gaps would be 186mm or 188 mm depending on 3 or 4...
