I'm happy to announce my shed is now successfully bolted to my slab.
The way I ended up doing it was with a 13mm drill bit first followed by my 14mm drill bit with the edges ground off slightly. Turns out even with the 14mm bit ground it still would not fit easily through the plate but with the 13mm hole done first I could wiggle it past the plate and begin drilling without the drill going crazy.
I think it still would have worked only with the 13mm hole and some jiggling to make the hole bigger but since I already had my custom slightly less than 14mm bit I decided to use it.
Next step is to put up the sheets. Might wait for some cooler weather
