Pull up resistor = keeps a specified part of a circuit at a high enough voltage level to register for logic circuits.
Pull down resistor = same, but pulls to a ground.
Basically they help ensure that there's no grey area (if 3.5 volts is on...what's 3.49 volts...or 3.499???) introduced by the actions of other components in the circuit.
