Pull up resistor = keeps a specified part of a circuit at a high enough voltage level to register for logic circuits.
Pull down resistor = same, but pulls to a ground.

Basically they help ensure that there's no grey area (if 3.5 volts is on...what's 3.49 volts...or 3.499???) introduced by the actions of other components in the circuit.

...that's where I'd email the distributor/manufacturer and ask them what value resistor and where to attach it...
