swmbo has a whole buch of stuff she wants framed so i figure this a great opportunity to acquire more tools -

to join the frames at the bevel which tool would be the best??
biscuit joiner
doweling jig of some type

the frames would be hardwood out of say 75mmx 20mm or thereabouts
i hasve a table saw and router table for cutting the bevels and profiles

i like things to be well built and hate the way some commercial frames are just shot together with brads on the corners

The best tool would be a under pinner (V-nailer), hand tool versions about $40, machine type pnuematic about $3000, google picture framing supplies

V nailers ($40 version) don't work well in tougher hardwoods, they tend to spread the joint. they work really well on soft woods. The nail (possibly pre drilled) lasts as well as anything else. A cut on the table saw across the edge of the join and insertion of a key or spline might be what you are after. A jig that allows the frame to sit at 45 degrees made out of scrap is the only tool you'll need.
