Staged..??...Seal????? This photo came out in 1991 during the Gulf war and was thought to be taken on the demolitions training ground. The thing on the sand is a bomb and the suits are standard NATO NBC suits (Nuclear Biological and Chemical)

It's probably a real photo, doctored. The bloke with the bag has bare hands. CBR (Chemical, Biological, Radiological) Suits are completely enclosed.
