Look what I found

Tilted the head of the mill over to 45' today to make a V in some wood for a 4 jaw chuck slide. Looking at the slow speed belt I saw whats in the first picture. Well that didnt look good so I had a look around and cam across this on the other side(picture 2). Ant guesses what it is? see picture 3. No idea how got in there, unless its striped I cant see how it could have come undone.
I guess I should have pulled the head down when I got the machine home.

It is the belt tightening lever...

Yeah, but its the one of the pivot side, not the sliding side. Its not stripped so it can't have fallen off. You have to remove the handle to get it off. My only guess it that its been there since the last time someone put a new belt on(although I dont think you need to take it off to get a new V belt on).
