Is it standard and safe practice to fit a spacer behind a wheel (outside the flange I mean) to allow a narrower wheel than the grinder was designed to use? For eg, to fit a 25mm wheel to a grinder with a minimum 30mm wheel size?
Is a plain old washer with the correct internal diameter OK?

Hi Michael,
It will be fine, I have done it myself as well as using a spacer bush inside wheels with a bigger bore as well. As long as the spacer is true you will be fine.
Just remember to leave the paper/cardboard washers on, or if missing make some up, and make sure the wheel is rated for the same speed or higher than the grinder.
