Hi,
Does swing over bed mean the largest size you can turn on a lathe or half of it?

So does this mean if the swing over bed is 10" the maximin diameter of the piece you can fit is 10". Correct.

I thought it ws half the diameter of the piece. My Jet1236 manual specifies a 6" swing over bed and a 4 3/8" swing over the tool rest. I know I can turn pieces up to 12".

Generally speaking most describe

Swing as largest diameter of piece you can mount
Centre as height from bed to centre of spindle which is usually half of the swing

So for example a Vicmarc VL300 (http://www.cws.au.com/shop/item/vicmarc-vl300-short-bed-lathe) which has a 300mm height from bed to centre and can swing a 600mm diameter block of timber

I just checked the specs on Jet 1326 HERE (http://www.jet-tools.com.au/Machinery/Lathes/JWL-1236.html) It states 300mm swing (12" close enough) Looks like your manual has a misprint.
Like DJ said the swing is the largest dia you can swing
