My question is with the bevel up it would be a bedan
but isn't it a scraper with the bevel down ?

Most turning tools can be used as a scraper or a cutter. Cutting results simply from the bevel being rubbed and then the tool being adjusted slightly to take wood off. Scraping is when the tool is being used without the bevel being rubbed.

Thought a Bedan was more like a Thick parting tool.

I wonder how good the steel in a firmer is for doing work where so much heat is generted?

He's using it as you would a skew.
