Rosette blocks

Hi i'm looking to make my own Rosette blocks i purchased a rosette cutter and am using an old second hand pillar drill, the problem i'm having is even though i think i have it set on the slowest speed it still seems to chip out when using pine or any other timber, hopefully someone can help.

If you post a picture of the pulley setup, or can describe it in words, someone may be able to confirm, or deny, that it's at its lowest speed. Brand and model might help too.
