What is the purpose of this device

Dear all

what is the purpose of the object with the screws around it's circumference? It is located on the shaft that advances the shaper/milling table on my Dainichi Universal Lathe/mill/shaper/drill machine. The shaft advances the table via the little gearbox on the end of the shaft. The screws are located around the full circumference and they are equally spaced.

I reckon it could be a torque limiter. There might be some balls and springs under the screws..maybe.
