Check out Rick Herrel in the International Association of Penturners website, saw one there last night. Basically a round steel bar that fits inside the tube, machined with a small flat and a bit of smaller round bar sitting in the machined flat.

Are you talking a plain mandrel, eg nominal 7mm?

Or are you talking about a closed end pen mandrel?

Why bother trying to re-invent the wheel ???
a normal mandrel can be brought for less than $20.00 and. Closed end one can be sourced for not a great deal extra, just gotta ask the right question.

Yup, at least two.

The first was a bit of rod, with tape wrapped around it to make the diameter right, and the second is shown here
