Capacitor Testing in Brisbane

My Jet 1000B Air Filter stopped working and it may be the capacitors (1 on the circuit board and the other on the motor). I understand that the only way to test them properly is with an ESR tester. Does anyone know of somewhere in Brisbane that I can take the capacitors to for testing.
