How much Vacuum do I need for a Vacuum chuck?
I am getting 27 Hg is this enough?
I put an ice cream container lid and turned the lathe on about 500 RPM and it started to flick off.

27 out of 32 is not bad its around 85%, your ice cream container lid would distorting and at 500 rpm and in doing so releasing the vacuum. Also it depends on the diameter of the chuck, the bigger the diameter the more holding power it has along with any porosity.

Yeah, with timber I normally get around 25hg and that's plenty with my 150mm diameter vacuum cup-chuck
