Hello all, I'm a complete novice, so please bear with me :)
Above this flat there an attic, which once had a roof leak. but someone moved in, sealed all and the dampness/condensation stopped.
However this blistering seems to still be there, it keeps dusting down on furniture, and I'd love to know the steps on how to treat it away.
The pink and blue bedrooms are adjacent:

Bathroom, where I have vacuumed the most of it, and it has stopped peeling further, yet still sheds fine dust on surfaces:

Shall I just go through it all with a paint scrapper/vacuum cleaner with plastic nozzle? What's the best thing to use in the arches? Maybe sandpaper?
How to ensure there is no mould involved? Clean it all off and let it sit for few weeks? Bathroom story sounds re-assuring.
What would be the proper treatment of it ultimately? All existing plasters/sheets under the paint will have to be considered, and then re-painted. I might leave the work for professionals to repaint the whole ceiling during complete renovation of the flat.
But until that happens, what's the short-term cure to prevent dusting? Some primer/lacquer?
