What timber would be suitable for a sand box to be placed in the yard. I was thinking painted H3 or 4 pine sleepers would be OK but not sure of the suitability

I would consider using KD hardwood sleepers sealed with a decking oil or left natural to age instead of treatred pine as you don't have to be too concerned about chemicals leaching out.

A kd hardwood is your best choice as it will simply last longer. Especially if it's oiled. I'd also make sure the oil is safe to use on playground equipment. If you do choose to use treated pine, use H4 as it is treated to be on/in the ground.

Consider planning to put a hinged lid on it.
Partly fo rany rain and partly for any vermin who might chose to do their business in there.

And add some gas struts on the lid so the children can easily lift and close it
